  • Experience Mr. Ettinger has 30+ years of management experience focusing on aligning HR practices with the strategic and operation needs of employers and clients. His experience includes managing and delegating on large programs to hands-on work for small projects.
  • Knowledge He brings to clients a disciplined approach to problem solving utilizing his breadth of knowledge and grasp of the detail, supported by strong project management skills, coupled to the ability to brief and sell change, His results oriented approach has resulted in solutions that provide enhanced performance opportunities for his clients.
  • Background Includes 15+ years consulting a wide variety of clients (see client page.) He held senior management positions in Martin Marietta, Johns Hopkins and AIL. He has taught at the college and high school level. He is a US Army veteran.
  • Education He has a BS from Adelphi University and a MBA from Hofstra University.

  • Knowledge Ms. Atwater has extensive knowledge in employee benefit and retirement plan design, pricing, plan management, product selection, vendor relations and plan administration. She has superior assessment skills and her plan designs meet both the business and employee needs of the client. Her experience in the employee benefit industry and her professional relationship has proven invaluable to clients.
  • Background Ms. Atwater founded CCA Consulting, Inc in 1991 serving a variety of clients. In 2010 she merged her company into Digital Insurance and through this combination provides an outstanding level and breadth of expertise, commitment and resources. They focus to achieve a balance between the strategic, operational, and human resource requirements while serving a varying array of clients. Their client portfolio includes non-profits, high-tech firms, government contractors, with a specialty in the complex delivery of global benefits.
  • Education Ms. Atwater has a BS degree from Virginia Tech.

Joseph Cooper, Jr, CPA - Finance & Management

Consultant

  • Experience Joe Cooper has more than 30 years of financial management experience in the profit and non-profit sectors.
  • Knowledge Mr Cooper's portfolio includes financial management and planning experience with a focus on productivity improvement and in implementing cost-effective measures that have positive impact on organization, revenue and profit performance. He brings to the practice an in-depth professional financial management background plus knowledge of and experience in directing support functions including HR, IT, audit, contracts/grants, facilities and office services. Mr Cooper provides a breadth of organization and financial assessment capability to our clients.
  • Background Mr Cooper was VP of Finance and Administration for the National Endowment of Democracy for 20 plus years. His experience prior to the Endowment included financial management positions with the Comsat Corporation and auditing positions for a public accounting firm in the DC area.
  • Education Mr Cooper has a BS in Accounting from Norfolk State University and is a Certified Public Accountant.

George W. Criss III (Bill) - Technology & Management

  • Experience Bill Criss has more than 30 years of technically complex program management and policy formulation experience in both the Intel and Military sectors.
  • Knowledge Mr Criss adds a technical management perspective and capability to the practice. He has extensive knowledge, experience and assessment capability to support and to advise clients and colleagues on organization, management and HR program effectiveness as it relates to resolving complex technical, security and international issues.
  • Background Mr Criss has experience as an independent consultant/advisor, a Technical Director with ANSER, a Principal with BAH. He retired from the USAF as a senior level officer with command responsibility over multiple technical programs.
  • Education Bill has a BS and a MS in Aeronautical Engineering and Astronautics from Rensselaer plus completing AF sponsored academic programs at MIT, Defense Systems Management College, Air War College and the Industrial College of the Armed Forces.
  • He is a certified Level III DoD Systems Acquisition Program Manager and has multiple special access clearances.

Peter Garbis - OD & Generalist

  • Education He has a BS in economics from Bradley University and has completed most of the course work for an MBA at the University of Iowa.

Steve Hudson - Systems & Management

  • Experience He has 30+ years of experience in developing information systems to support employer and client needs. His superior problem solving and project management skills have supported both complex space systems programs requiring sophisticated management and leadership skills to basic business applications requiring hands-on knowledge and skill. He brings a philosophy to the client that encourages finding and implementing solutions that are both cost effective, user friendly and performance enabling.
  • Knowledge A broad knowledge of best business practices, from complex to elegant off-the shelve applications adaptable to client needs. He understands and maintains currency on cost effective technology solutions that improve functionality and productivity. He has a comprehensive understanding of business functions (e.g. finance) that rely on IT for support and productivity improvements, while enabling him to manage risk.
  • Background Mr Hudson has held executive level positions with IBM/NASA, Martin Marietta, Booz Allen, System for Open Architecture as well as a small real estate firm developing and installing systems from the most technically complex to the more esoteric business systems.
  • Education He has a BS in Math from Baylor University and a MS in Ops Research from the University of Houston.

Arleen LaBella, Ed.D - OD & Training

  • Experience Dr Arleen LaBella has more than twenty-five years of experience as an OD consultant, author and seminar leader.
  • Knowledge Dr Labella has designed training systems and materials used by major corporations and government agencies and has trained thousands of employees at all levels. She designs and implements organization change projects and studies focusing on cultural and gender diversity, improving workplace climates, and creating highly effective teams and leadership effectiveness. She develops Train-the-Trainer manuals and programs to transfer her expertise to in-house facilitators to enable wider organizational use. As an accomplished team builder, she has helped many work groups, teams, and organizations improve working relationships, create exciting future visions, and move beyond obstacles to reach desired outcomes. She frequently serves as a third party problem-solver in conflict situations and as an executive coach to team leaders and managers.
  • Background Dr LaBella founded PRI, serving a variety of clients with creative training and OD programs including: 3M, Hercules Research, Grey Advertising, Volvo N.A., AT&T Bell Labs, Weil Gotshal & Manages, Pfizer, PricewaterhouseCoopers and Kraft Foods. She is co-author of A Practical Guide to Working with Diversity and Personal Power.
  • Education & Affiliations Dr LaBella is a certified organizational development practitioner and received her doctorate in Applied Behavioral Sciences from the University of Massachusetts.

Paul Johnson, Ph.D - Labor & OD

  • Knowledge He has worked as a labor relations, communications and training consultant in a wide variety industries domestically and internationally including: manufacturing, health care, power generation and distribution, radio and television, hospitality hotel casinos, mining, retail, food processing, finance, newspapers, aerospace, and other industries.
  • Background He has executive positions in General Electric and Johns Hopkins setting up new facilities, assessing and training management and directing the HR functions. As a Vice President of Personnel Decisions, Inc. in Minneapolis, he consulted with a wide variety of Fortune 500 companies on a variety of human resources issues. For the past twenty years, Mr. Johnson has worked as a labor relations consultant.
  • Education & Affiliations Dr. Johnson completed both his undergraduate and graduate work at the University of Minnesota. After graduating with a Ph.D. in Industrial Organizational Psychology. He has been a licensed consulting psychologist in the states of Maryland and Minnesota and has spoken frequently on supervisory assessment and training and management development. He is a US Army Veteran.

James O'Brien - Compensation & Generalist

He has also been a key participant in M & A projects.

  • Background He held executive level and staff positions at, CACI, Cable & Wireless and IBM. He has provided consulting support to government contractors and is an adjunct professor in human resource management at Catholic University, University of Maryland and other local universities.
  • Education Jim has a Master's Degree from American University.

John White, Ph.D - Compensation & Generalist

  • Education Dr. White has a BA from Hope College and a MA and Ph.D from Syracuse University.
